Briefly- I have been harassed for the past 20 years for a student loan that I never received. I have received phone threats and mail threats from collection agencies across the country. I recently received a letter from the US Department of Education that they will begin to levy my check from work. The name is correct/the school is correct on the student loan but the social security number was wrong originally. I was told by my school that I never received the loan of 7500 because of that error. All the collection agencies since graduation 1987- have a similar ss#
All I can say is that someone in our office had a similar experience; so these mistakes happen. He said those behind those letters were "ruthless" and tough.
While we cannot give any legal advice because we are not acting or practicing as licensed attorneys, my suggestion is to contact the department of education and explain to them that the person behind the loan was not you. You may also think about verifying your identity with the DOE via SSN, name and date of birth. Any corroborating information to plea your case with your school's assistance may also be helpful.
